Mr. Proctor is a professional engineer with thirty-eight years of experience in project management and consulting to the construction and railway transportation industry in the areas of planning, cost control, customer service and claims resolution.
Mr. Proctor worked his early years with British general contractors in site engineering positions, responsible for survey, quantity take-offs, monthly payments, change orders and soil testing for various industrial buildings and highway projects.
Mr. Proctor joined Bechtel in 1969, and in the next four years worked as a senior field/office engineer in the construction of dikes and dams, and control structures for the Churchill Falls, Labrador, Hydroelectric Project. From 1973 through to 1983, Mr. Proctor was assigned to the James Bay Hydroelectric Project in Northen Quebec. He held a number of responsible functions which comprised preparing estimates for bids, cost control for the LG2 powerhouse complex, systems development and conceptual estimating for the Rupert, Nottaway Project. His final position was head of planning and cost control for the entire Phase I of the La Grande project.
In 1985, Mr. Proctor became Director, Customer Service of the Mass Transit Division at Bombardier, responsible for customer service, railway field operations and product warranty programs for the New York region . In this capacity, he also managed large field groups in New York City and New Jersey.
From 1985 to 1986, Mr. Proctor worked as a self-employed consultant before joining Both, Belle, Robb Ltd. as Vice President, where his responsibilities included claims preparation and analysis in the international and domestic markets for buildings, heavy construction, power, industrial and process plants, and transportation equipment and projects. Mr. Proctor also performed heavy civil engineering estimating, as well as contract writing and administration. Mr. Proctor continued his claims consulting on construction related matters at Cogerec Consultants from 1999 through to 2001. He joined TMA as a core member of the team in 2002.
Mr. Proctor has been recognized as an expert by the courts and by arbitration and mediation panels in both Canada and the United States in the areas of delay, productivity analysis and quantification of damages for construction and railway disputes. Mr. Proctor continues to be recognized as a foremost consultant in providing assistance to contractors in claim avoidance.
Mr. Proctor holds a Bachelor’s degree in Civil Engineering from Salford University, England. He continues to deliver training programs and advice on related subjects in English and French.
