Ms. Tardif is a professional engineer with twenty-five years of experience in project management and consulting to the construction industry in the areas of planning, information management and claims resolution.

Ms. Tardif has worked with general contractors in estimating and project management positions on hydroelectric development, pulp and paper, concrete rehabilitation, tunnel and waste water treatment projects across Canada.  [+]

Her principal areas of responsibility included construction planning and scheduling, cost control, negotiation of changes to construction contracts and the preparation and negotiation of claims.

From 1984 to 1986, Ms. Tardif managed the construction of a $32 million tunnel project on the island of Montreal for a heavy construction company.

In 1987, Ms. Tardif joined Revay and Associates Limited where she applied her construction management experience to the resolution of construction disputes for both owners and contractors. In 1990, Ms. Tardif founded an independent consulting firm and has been offering planning, information management and claims services to the construction industry and financial institutions since that time.

Ms. Tardif has been recognized as an expert by the courts and by arbitration and mediation panels in both Canada and the United States in the areas of delay, productivity analysis, and quantification of damages. She has acted as a facilitator and mediator in the successful resolution of construction disputes.

Ms. Tardif has developed information management systems for complex projects, has monitored the completion of multimillion dollar projects on behalf of surety companies, and has prepared, analysed and negotiated the resolution of construction claims on building, industrial and heavy civil engineering projects. She has also developed an expertise in the area of information technology for the construction industry and she is familiar with the most current developments in this area including the Internet and Intranet based systems.

Ms. Tardif holds a Bachelor's degree in Civil Engineering from McGill University in Montreal and a Master’s degree in Business Administration from the University of Western Ontario. She has continued her training in the areas of partnering, value engineering, mediation and information management through seminars and training programs in Canada and the United States. Ms. Tardif is a frequent speaker at conferences, has published papers, and has developed and delivered training programs on related subjects in both English and French.

Maged Abdelsayed, Eng., M. Eng., Principal

Mr. Abdelsayed is a professional engineer with twenty-two years of experience in project management and consulting to the construction industry.

From 1986 to 1990, Mr. Abdelsayed managed construction projects in Egypt for a European firm. Initially, he directed the construction and site management activities for large multiple storey residential buildings.  [+]

On later projects, he represented his firm in Egypt and coordinated all schedule monitoring and project handover aspects of the firm's mechanical turnkey projects. These projects included pumping stations and power generation and water treatment plants.

In 1990 and 1991, Mr. Abdelsayed monitored all project control activities for three multimillion dollar mechanical projects in Quebec for Procedair Industries Inc. He developed integrated time and cost control systems, detailed cash flow analyses and acceleration schedules.

Mr. Abdelsayed has been a member of the TMA core group since 1992 and has offered consulting services to the construction industry on project management, information management and claims related issues. During that time, he has played a lead role on a number of major assignments which included the preparation, analysis and defence of construction claims. He also provided assistance to our clients during negotiation and mediation processes for the settlement of construction claims. Mr. Abdelsayed has considerable expertise in the areas of delay analysis, productivity analysis and the analysis of the impact of changes on the execution of the work. He has extensive knowledge in the application of state-of-the-art project management and information management software. He has also acquired specific knowledge in the area of Internet based information technology for the construction industry.

Mr. Abdelsayed has testified as an expert witness on the subject of labour productivity analysis, schedule delay analysis and quantification of damages in Canada and in the United States. He has published papers and presented seminars on related topics.

Mr. Abdelsayed holds a Bachelor's degree in Civil Engineering and a Diploma in Project Management from Ain Shams University, Cairo, and a Master's degree in Engineering in Project Management from Concordia University, Montreal. Mr. Abdelsayed is fluent in English, French and Arabic.

Alan Proctor, P. Eng. Senior Consultant

Mr. Proctor is a professional engineer with forty years of experience in project management and consulting to the construction and railway transportation industry in the areas of planning, cost control, customer service and claims
resolution. He worked his early years with British general contractors in site engineering positions, responsible for survey, quantity take-offs, monthly payments, change orders and soil testing for various industrial buildings and highway projects.  [+]

Mr. Proctor joined Bechtel in 1969, and during the next four years worked as a senior field/office engineer in the construction of dikes, dams, and control structures for the Churchill Falls, Labrador, Hydroelectric Project. From 1973
through to 1983, Mr. Proctor was assigned to the James Bay Hydroelectric Project in Northen Quebec. He held a number of responsible functions which comprised of preparing estimates for bids, cost control for the LG2 powerhouse complex, systems development and conceptual estimating for the Rupert, Nottaway Project. His final position was head of planning and cost control for the entire Phase I of the La Grande project.

In 1985, Mr. Proctor became Director, Customer Service of the Mass Transit Division at Bombardier, responsible for customer service, railway field operations and product warranty programs for the New York region. In this capacity, he also managed large field groups in New York City and New Jersey.

From 1985 to 1986, Mr. Proctor worked as a self-employed consultant before joining Both, Belle, Robb Ltd. as Vice President, where his responsibilities included claims preparation and analysis in the international and domestic markets for buildings, heavy construction, power, industrial and process plants, and transportation equipment and projects. Mr. Proctor also performed heavy civil engineering estimating, as well as contract writing and administration.

Mr. Proctor continued his claims consulting on construction related matters at Cogerec Consultants from 1999 through
to 2001. Mr. Proctor joined TMA as a core member of the team in 2002. Mr. Proctor has been recognized as an expert in before the
courts in the United States and Canada. Mr. Proctor continues to be recognized as a foremost consultant in providing assistance to contractors in claim avoidance.

Mr. Proctor holds a Bachelor’s degree in Civil Engineering from Salford University, England. He continues to deliver training programs and advice on related subjects.
Francis Sirard, Eng., Senior Consultant

Mr. Sirard is a professional engineer with ten years of experience in the construction industry and has held different positions in the field of project management, project planning and costs control.

From 1999 to 2000, Mr. Sirard held an assistant project manager position for an engineering firm where he did project management and design of civil engineering projects.  [+]

From 2000 to 2004, he worked as a project manager and estimator for a general contractor in construction and was in charge of tenders, project management and contracts allocation to subcontractors.

From 2004 to 2009, Mr. Sirard worked as a senior project manager for owners and was in charge of project management, project planning, costs control, supply and contracts allocation to professionals and general contractors for projects located across Canada and in the United States.

Mr. Sirard holds a Bachelor’s degree in Construction Engineering from École de Techonologie Supérieure (ETS) and is in process of obtaining an Executive Master’s in Business Administration (EMBA) from Université du Québec à Montréal (UQAM).  He is also a member of Order of Engineers of Québec.  He also speaks and writes French and English.
Celina Ma, Eng., Consultant

Ms. Ma holds a bachelor’s degree in building engineering from Concordia University and joined TMA while still a student in 2002. Ms. Ma has recently received her license as a professional engineer from the Order of Engineers of Quebec and is a member of the Association of Advancement of Cost Engineering International (AACE). Ms. Ma is fluent in English, French, Cantonese and Mandarin.  [+]

Ms. Ma is a key member of our consulting team, has worked on large complex assignments where she has dealt directly with the client and has authored portions of our expert reports in the areas of delay analysis, productivity analysis and the analysis of changes on construction projects. Ms. Ma also played a key role on a major assignment were TMA developed and implemented a tracking system for the control of labour productivity on a large industrial project in the U.S.

Ms. Ma has considerable experience in the use of specialized software including Primavera, MS Project, Summation, and Expedition. She is in process of obtaining a Master’s in Engineering Management from l’Université du Sherbrooke à Longueuil.

Ilya Nesciorek, Information Technology

Mr. Nesciorek holds a diploma in computer science technology from Dawson College in Montreal with a specialization in administrative data processing. Ilya was consistently on the Dean’s Honour list during his studies and finished top of his class. He is fluent in English, French and Polish. He joined TMA in 2001 and has managed and developed our computer systems since that time.  [+]

As well as functioning as our IT professional, Mr. Nesciorek works directly with our consultants and our clients on projects requiring sophisticated data analysis and intricate art work for use in reports and presentations. Mr. Nesciorek remains current in the use of a variety of specialized software tools in the areas of document management, media management, and database management.

Mr. Nesciorek has knowledge in programming using C++, Visual Basic, Visual Basic for applications, Cobol, JCL, Quick Basic, HTML, PERL, JAVA, DB2, Oracle, Pascal, SQL and has applied this knowledge in developing various tools and programs to serve the internal needs of TMA as well as the specific needs of our clients and their projects. Mr. Nesciorek brings his impressive technical knowledge, his strong analytical skills, a natural talent for training, and, most importantly, a great deal of patience, to his work. We have yet to find a problem that Mr. Nesciorek could not solve.

Sung Ho Lee, Technical Support

Mr. Lee holds a Bachelor degree in Computer Science, a Diploma in electronic engineering and a Diploma in Computer Graphic Design from South Korea. He has 10 years experience working with a Telecommunications company in Seoul in South Korea and as a computer network support technician in Canada.  [+]

Mr. Lee joined TMA in 2006 and is playing a key role in providing technical assistance related to analysis of project records including analysis of schedules, cost and changes. He is proficient in the use of Summation for document management applications and the use of photograph management applications as well as in the use of Primavera and MS Project applications. He is also an important asset to meeting our IT needs.

Mr. Lee is fluent in both English and Korean and has taken additional courses in written and spoken English.

Xin Zhou, Technical Support

Ms. Zhou holds a Bachelor degree in literature from China, a Masters degree in literature from Switzerland, a certificate in French literature as well as a certificate in administration. She is fluent in English, French, German and Chinese.

Prior to joining TMA, Ms. Zhou worked as an administrative assistant for 5 years. She joined TMA in 2003 and has been responsible for all administrative tasks in the firm. She also provides assistance to consultants in relation to various tasks associated with producing final work product.

Ms. Zhou has experience in the use of Microsoft Office software and Summation.
